One of the problems with bidding contracts like this is knowing how long it will take to get things done. If the amount of work increases due to more than expected graffiti, the company will either lose money or not meet the standards of the contract.

The amount needed for time and materials varies widely depending on the size of the tag, what kind of paint, ink, or whatever they used, and the surface it’s on.
Trying to bid for everything in the future with so many variables is too big a gamble.
