Stormwater regulations began in 1972 when Congress passed the Federal Water Pollution Control Act, also known as The Clean Water Act. The Clean Water Action Plan of 2010 contains new stormwater regulations that affect owners, property managers, as well as service providers. One part of the new plan is to “strengthen oversight of the states.” And if the state doesn’t enforce the stormwater regulations, the EPA will take over – which benefits no one.
